Treat PVE characters as PVP in PVP outposts
What about this idea?
Skills:
Any PVE character who enters a PVP outpost can equip ANY unlocked skill. As soon as you leave for a PVE area, any skill currently unavailable for that character is then removed.
Equipment:
PVE characters can create PVP equipment in PVP areas, but the moment you leave for a PVE area, all PVP specific equipment is deleted. Any PVE equipment currently equipped is automatically moved to your inventory.
Why would this be good?
I believe it would encourage more PVE players to try out PVP, without having to keep character slots open for it. It wouldn't cause any imbalance to the game at all. All PVP equipment is temporary, runes can't be salvaged of PVP equipment etc. I see no disadvantage of this.

you just named up what a pvp char can do
i play pvp with my pve chars and i only have pve chars and i'm not complaining
pve chars have the advantage of exclusive armors

You don't see PvP Characters running around PvE areas do you?

Yeah, I think the same, pvp character's are there exactly for those reasons, easy access to pvp.
Your suggestion would make the system unneccaserly complicated.

I am 99% PvE (I do enjoy a nice AB from time to time) and this would in no way encourage me to PvP.

I always thought it would be nice to be able to roll PvP equipment for PvE characters. Yes there's no advantage and yes you can roll a PvP character, but some people like their PvE characters over generic PvP rolls and it takes for f*cking every to put together a full set of equipment. One night I wasted two hours of my life finding a zealous spear head and various bow and axe mods....that's just ridiculous (although this goes into the need for a better game marketplace).
The skills would be nice too, but I'm sure people players that have spent lots of time and money getting skills for their PvE character so they could PvP with it would be kinda mad if anet changed that now.

PM me what guild you are in and what guild I was in at the time, maybe I remember you....
Anyway, people already play their PvE characters in AB and RA, which to me is already a "Priliminary Arena" to me.
There is really no significant advantage to be honest.

Bad idea for a couple reasons:
1. If you create armor using the pvp armor creation menu, it deletes what you're wearing. I can't wait to see the threads qqing on guru because some noob deleted his entire fissure set.
2. People spend the time and effort needed to make pve characters "pvp ready" so they can play those characters in pvp. Pve characters get armor sets and weapon skins that pvp characters don't have, and if you're willing to put in the effort to do this, you're welcome to it.
3. A character slot is $10us. That's less than 2 hours working a minimum wage job. That's equal to 10 spicy chicken sandwiches from mcdonalds, or 2 footlongs from subway. It's not that much money. If you really want to pvp, either buy a new slot or free up an old one, or make your characters pvp ready.

The ability to change armor and skills is unlikely to encourage PvErs to play PvP because PvP is for Neanderthals.
Every PvEr has the same story: "I tried PvP and I didn't care for it."
Basically, the first time they tried RA, they got killed in 30 seconds and get told they were a n00b by some jackass. They came to the conclusion that PvP sucked, joined a PvE guild and will almost never venture into PvP again.
Unless it's a double faction or fame weekend, in which case they will suck it up and grind their title some more.

Hey now, don't make me out to be some know-nothing shmuck. I've PvP'd plenty in my time, I just don't anymore. I used to RA quite a bit, even have some Gladiator points. I just got sick of all the gimmicks and idiots. Was just saying this change really wouldn't bring anyone into PvP that didn't already want to be there. Chances are if you give a damn about PvP in any way you're already there.

i actually think this is a good idea with the exception of being able to make weapons and armor.
